Mr. Georges inquired whether another public hearing would be held at that time.

Zoning Administrator Frolik stated it is the citizens' chance to comment at the time of preliminary
plat consideration. She stated that either the Planning and Zoning Commission could reconvene
until later or that City Council could hold an additional public hearing.

Mr. Georges commented that opening up 148th opens up traffic flow in River's Bend. He stated
there is one entrance at the north and the south in River's Bend.

Bob Edwards, 14891 Waco Street N.W. - stated he has the northern-most lot in River's Bend,
adjacent to this development. He pointed out that in the area where 8 lots are platted in this
development, they will abut only 2 lots in Rum River Acres. He added that on the river side of
Waco Street N.W. in River's Bend, adjacent to these 8 lots, there are covenants of $150,000 and
above for home value, and that these are very large homes. He was concerned about instant
concentration of what he assumed would be Iow-priced houses. He stated he would like to see a
transition from one development to the other, maybe platting 4-6 houses instead of 8 to give people
room to build a nicer home. He commented that he's happy to see Gary Gorham involved because
he builds nice houses.

Jan Jensen, 14526 Waco Street N.W. - was concerned about an access from this plat onto Trunk
Highway g47. She stated that there is already excessive traffic flow on T.H. #47.

Mr. Jankowski explained T.H. g47 will have to be redesigned to provide a safe site distance at this
location, and this process will involve property immediately to the south of this plat

Jim Holm, 14901 Juniper Ridge Drive N.W. - stated his lot in Rum Ac'res 2nd would back up to 4
or 5 lots located on the east side of Waco in this development. He mentioned that years ago when
he was on the Planning and Zoning Commission, a new sewer'and water trunk was proposed, and
that the concern at that time was high density on the lots in Juniper Woods. He stated that the City
required a buffer zone between the urban and rural neighborhoods so there would be a little more
aesthetic feeling. Mr. Holm suggested one-acre lots be platted in this area.

Commissioner Deemer inquired whether Mr. Holm would be willing to give them a through street
where his cul-de-sac dead ends.

Mr. Holm replied no, he prefers the cuI-de-sac. He stated, however, that ff you plat 8 lots in there
it would diminish the market value of the substantial houses existing in this area. Fie also
commented that with the way Waco Street was designed, being 80 feet wide, people have a
tendency to drive 55 m.p.h., and with higher density housing, some children are going to get

Bob Weed, 5106 - 150th Lane N.W. - inquired about the current zoning of commercial and multi-
family, and Ms. Frolik explained the layout.

Mr. Weed inquired about the average lot size and value of house going in there.

Tony Emmerich, representing Creelcview Crossing Partnership, advised that they will be doing an
orderly transition from the existing houses in the surrounding area to this development. He
compared this plan to that of Hills of Bunker Lake in Andovcr. He stated the value of the housing
in Amber Ridge will range from $100,000 to $200,000.

Commissioner Deemer added that the lots proposed in this development are the same size as those
in Rivers Bend that are not on the river.

Public Hearing/Planning & Zoning Commission/March 2, 1993
Page 2 of 5
