Absent: None. <br /> <br />Case #4: Request for Direction Regarding a Certain Rural Business Parcel <br /> Proposed lo be Rezoned Io B-1 Busiuess <br /> <br />Zoning Administrator Frolik stated that at the public hearirtg regarding rezoning the Rural Business <br />properties to B-I Business, Tom Austin approached the commission with a request to rezone the <br />southern portion of his two Rural Business parcels to R-1 Rural Residential. Ms. Frolik explained <br />that if this were done, it would be spot-zoning. She added that the City Council has allocated <br />$11,000 to do a land use update this year. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to direct City staff to <br />notify Tom Austin that the request for residential zoning is denied and that particular attention will <br />be given to this area when the City performs its land use update. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Hendriksen, <br />Holland, Terry and Thorud. Voting No: None. Absent: None. <br /> <br />Case #5: Status of Transportation Planning <br /> <br />City Engineer Jankowski stated that he met with the Finance Committee on February 23, 1993 and <br />presented the Commission's request for a public hearing on the element of the transportation plan <br />which anticipates the rerouting of Trunk Highway #47 down Ramsey Boulevard to the future <br />Mississippi River crossing. Mr. Jankowski advised that as a result of their discussion, the <br />Committee felt that this issue, along with others, would receive more thorough consideration if <br />addressed as a pan of a comprehensive review. They made a recommendation to proceed with the <br />revision of both the City's Comprehensive Land Use and Transportation Plan elements. He stated <br />that funding for revising the land use element is expected to come from the City's 1993 <br />Community Development Block Grant, while the transportation element is to come from the <br />surplus revenues from the City's 1992 fiscal year. <br /> <br />Commissioner Hendriksen inquired :',s to why this was taken up with the Finance Committee as <br />opposed to the City Council. <br /> <br />Mr, Jankowski explained that the Finance Committee is a committee of the whole and was meeting <br />before City Council.
