Motion by Commissioner Deemer and seconded by Commissioner Terry to recomn)end that Cilv Council adopt Resolution #93-03- adopting Findings of Fact #j relating to a request from Albin Peterson and Creekvicvc Crossing Parlncrship to rezone cemtin property fron-t B-2 Business and R-3 Urban Residential to R-I Urban Residenlial. Motion by Commissioner Deemer and seconded by Commissioner Ten"',' to recommend that City Council approve the request from Albin Peterson and Creekview Crossing Partnership to rezone certain property in the proposed pi;it of Amber Ridge to R- 1 Urban Residential with the exception that what is proposed to be platted as Outlot B for future development retain its multi-family zoning. Motion carried. Voting Yes: Chairperson Bawden, Corrm'fissioners Deemer, Terry, Hendriksen, Holland, LaDue and Thorud. Voting No: None. Absent: None. Case #4: Request for Direction Regarding a Certain Rural Business Parcel Proposed lo be Rezoned Io B-1 Busiuess Zoning Administrator Frolik stated that at the public hearirtg regarding rezoning the Rural Business properties to B-I Business, Tom Austin approached the commission with a request to rezone the southern portion of his two Rural Business parcels to R-1 Rural Residential. Ms. Frolik explained that if this were done, it would be spot-zoning. She added that the City Council has allocated $11,000 to do a land use update this year. Motion by Commissioner Deemer and seconded by Commissioner LaDue to direct City staff to notify Tom Austin that the request for residential zoning is denied and that particular attention will be given to this area when the City performs its land use update. Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Hendriksen, Holland, Terry and Thorud. Voting No: None. Absent: None. Case #5: Status of Transportation Planning City Engineer Jankowski stated that he met with the Finance Committee on February 23, 1993 and presented the Commission's request for a public hearing on the element of the transportation plan which anticipates the rerouting of Trunk Highway #47 down Ramsey Boulevard to the future Mississippi River crossing. Mr. Jankowski advised that as a result of their discussion, the Committee felt that this issue, along with others, would receive more thorough consideration if addressed as a pan of a comprehensive review. They made a recommendation to proceed with the revision of both the City's Comprehensive Land Use and Transportation Plan elements. He stated that funding for revising the land use element is expected to come from the City's 1993 Community Development Block Grant, while the transportation element is to come from the surplus revenues from the City's 1992 fiscal year. Commissioner Hendriksen inquired :',s to why this was taken up with the Finance Committee as opposed to the City Council. Mr, Jankowski explained that the Finance Committee is a committee of the whole and was meeting before City Council. He added that the subject also had to do with financing.
