CASE <br /> <br />INTRODUCE ORDINANCE REPEALING THE REQUIREMENT <br />OF PRECINCT LIAISON MEETINGS BETWEEN <br /> CITY COUNCIL AND RAMSEY RESIDENTS <br /> By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />At the January 12, 1993 meeting, City Council requested that the Charter Commission <br />review the requirement of Precinct Liaison meetings. Due to the resident's lack of response <br />to the meetings in the past, Council felt these meetings may not be necessary. The Mayor <br />and Councilmembers are assigned to a precinct and that information is public, thereby <br />inviting residents to call them if they-have any questions or concerns. The City Council <br />minutes relating to this issue are enclosed. <br /> <br />At their meeting of March 18, 1993, the Ramsey City Charter Commission reviewed <br />Chapter 3 of the Charter entitled Council Procedures, Section 3.2 Liaison Function 3.2.3 <br />Precinct Liaison Meetings which states that Precinct Liaisons shall be required to hold a <br />minimum of two meetings per year with the taxpayers of that precinct and notification of <br />the meetings shall be published in the City newsletter in advance. The Charter Commission <br />felt that citizens are given an opportunity at the beginning of each Council meeting to be <br />heard and directed City Staff to initiate proceedings in accordance with State Statutes to <br />amend the City Charter to eliminate the requirement for precinct liaison meetings. The <br />Charter minutes relating to this issue are enclosed. <br /> <br />The proposed ordinance and public hearing notice were published in the Anoka Union on <br />Friday, May 14, 1993 and Friday May 21, 1993.
