City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 <br /> <br />(612) 427-1410 <br /> <br />May 19, 1993 <br /> <br />Rick Foster <br />Route 1, Box 185 <br />Princeton, MN 55371 <br /> <br />Re: Request for final plat approval of River's Bend 3rd Addition <br /> <br />Rick: <br /> <br />We have received the proposed final plat for River's Bend 3rd Addition. The plat consists of two <br />(2) sheets drawn by Hakanson Anderson Associates, Inc., with a print date May 4, 1993. We <br />offer the following comments: <br /> <br />General. The plat is approximately 22 acres in size and the approved preliminary plat proposes <br />32 single family urban residential lots and 8 commercial lots. Apparently the plat will be developed <br />in phases as the proposed final plat consists of 17 single family lots and a series of ouflots. The <br />block of residential lots has not been assigned a block number; the plat must be corrected <br />accordingly. The City should be provided with a copy of the proposed phasing plan for River's <br />Bend 3rd Addition. <br /> <br />Zoning. The plat is currently zoned B-1 Business and the rezoning necessary to allow for a <br />portion of the area to be developed w/th single family units is in process. <br /> <br />Lot Area and Dimensions. The residential portion of the plat is in the Scenic Pdver Overlay <br />District for which the minimum lot area is I2,150 square feet. Although each of the lots do not <br />contain a minimum of i2, 150 square feet, the average lot size exceeds 12,I50 square feet and this <br />is acceptable to DNR. All of the resident/al lots meet the minimum lot width requirements at either <br />the street frontage or the building setback line. <br /> <br />Streets. City Code restricts cul-de-sac lengths to 600 feet; the 143rd Avenue cul-de-sac is in <br />compliance with City Code. <br /> <br />The right-of-way dedicated for Xldmo Street is 68 feet wide at the intersection with 142nd Avenue <br />N.W. and shortly thereafter increases to 70 feet, which is in accordance with City Council's <br />request at the time of preI~m~nary plat approval. Also in accordance with preliminary plat approval, <br />the extension of 143rd Avenue to Hwy. g4-7 has been platted as an out_lot for future development <br />after a sufficient number of improvements have been made to render its intersection with Hwy. g:47 <br />a safe one. Outlot D represents the future extension of Xldmo Street to intersect w/th C.S.A.H. <br />#5. It has been platted in such a way that it will intersect with the future centerline of #5. <br /> <br />Public Improvements. The sanitary sewer, municipal water and storm sewer are proposed to <br />be installed as a pubhc improvement project. In add/t/on, a public sidewalk will be constructed <br />within the right-of-way for 55kSmo Street, along and adjacent to Out. lot A which is proposed for <br />future commercial development. <br /> <br />Grading and Drainage Plans. The City has received a grading and drainage plan dated <br />January 30, 1993, prepared by Peter Raatikka. The plan has been accepted with minor revisions. <br />A revised plan should be submit-ted prior to grading being initiated. <br /> <br />9},9-. <br /> <br /> <br />
