CASE <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF CHESTNUT HILL 4TH <br />ADDITION; <br /> CASE OF JOHN PETERSON, GOOD VALUE HOMES, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />John Peterson of Good Value Homes, Inc., is requesting final plat approval of Chestnut Hill 4th <br />Addition, which consists of 32 single family lots. As you may recall, the City Council approved a <br />phasing plan for Chestnut Hill in June of 1990. According to that plan, this fourth phase of <br />Chestnut Hill was to have been the final phase. However, there were less lots platted in the second <br />phase than originally anticipated and the revised preliminary plat of April 13, 1993 resulted in a net <br />gain 2 lots, Therefore, the developer has expressed that a 5th phase will be necessary to complete <br />the platting of the remaining 17 lots in Chestnut Hill. <br /> <br />Observations: <br /> <br />The lots meet the minimum area and dimension requirements, including Lots 3 and 4 of Block 3 <br />which abut Ramsey Terrace Pond, a general development lake. <br /> <br />The Developer is proposing to install the improvements (sewer, water, streets) as a private <br />development project without the financial participation of the City. The developer will be required <br />to establish a financial guarantee at the City to insure the completion of the improvements. <br /> <br />In accordance with the development agreement for Chestnut Hill, the park dedication fee for this <br />4th Addition will consist of a cash contribution in the amount of $6,454.50 or $215.15 for each of <br />the 30 lots originally planned for. The two lots gained by the revised preliminary plat of April 13, <br />1993 will be required to pay a cash contribution in an amount equal to current requirements ($620 <br />per unit) to satisfy park dedication. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location <br />Proposed final plat <br />City Staff review letter dated June 1, 1993 <br />Proposed resolution <br />Proposed development agreement <br /> <br /> e°mmendati°n: <br /> <br />Staff recommends final plat approval of Chestnut Hill 4th Addition contingent upon: a) <br />ipt of and review of the Sheet 1 of 2 (dedication page by the City Attorney); b) Addition of <br />an existing 40 foot permanent drainage and utility easement between Lots 3 and 4 of Block 3; d) <br />etiProvision of a drainage and utility easement along the northwest line of Lot 4 of Block 3 to <br />accommodate a drainage and utility easement shown on the grading and drainage plan; d) <br /> Calculations showing the storage volume required for the anticipated storm runoff and a drainage <br /> and utility easement of sufficient area to accommodate, the construction of a sedimentation basin; <br /> e) A revision of Block 3 to eliminate deficient lot areas for Lot 5. <br /> <br /> Action: <br /> <br /> Motion to adopt Resolution g93-06- granting f'mal plat approval to Chestnut Hill 4th <br /> Addition in accordance with Staffs recommendation. <br /> <br /> CC: 06/08/93 <br /> <br /> <br />
