~(;OPE AND INTRODUCTION <br /> <br />'~ ;~,: (;urpose of this study is to determine the feasibility and associated costs for providing a <br />bituminous street to serve the segment of Hedgehog Street N.W. between 153rd Avenue N.W. <br />and 151st Lane N.W. and 152nd Avenue N.W. from Hedgehog Street N.W. to the easterly plat <br />line of Whispering Pines Plat Two. The project was initiated with the receipt of a petition signed <br />by seven property owners fronting on Hedgehog Street N.W. While this petition did not include <br />the paving of 152nd Avenue N.W., it is recommended by Staff that the project include this <br />segment since paving it at a later date as a separate project would result in a significantly higher <br />cost for the two parcels on 152nd Avenue N.W. Exhibit A presents the project area and identifies <br />the benefitted properties which would be assessed as a result of the project. <br /> <br />EXISTING CONDITIONS <br /> <br />The present streets consist of a rural section with a sand surface approximately 21-26 feet in width <br />and shallow ditches existing on both sides of the roadway. The topography is generally flat and <br />some, but not all, driveways are served with culverts. There are no significant problems with the <br />existing drainage patterns. <br /> <br />pI1OPOSED IMPROVEMENTS <br /> <br />It is proposed to provide Hedgehog Street N.W. and 152nd Avenue N.W. with a 24 foot wide <br />bituminous surface consisting of two inches of bituminous wear course placed on top of a four <br />inch Class V base course. A two foot wide Class V shoulder will be constructed adjacent to the <br />bituminous pavement. The roadway will receive only minor grading to assure a consistent <br />transverse profile across the width of the roadway. Material from the roadway will be stockpiled <br />in windrows along the sides of the road to be used for backfilling slopes against the new road <br />profile which can be anticipated to be raised approximately five inches. This stockpile material will <br />be fertilized, seeded and' mulched to restore turf to the roads edge. If higher quality lawn is <br />desired, it will be the property owner's responsibility to add topsoil and seed or sod. <br /> <br />It is proposed that the existing dead-end on 152nd Avenue N.W. be paved with a "hammerhead" <br />type terminus to facilitate snow plowing without having to back up .the distance of 152nd Avenue <br />N.W. It is felt that this terminus treatment will be less intrusive to the existing properties and is <br />justified because of extremely low volumes of traffic on the street. There will be no significant <br />alternatives to the drainage patterns as a result of this project other than cleaning of selected culverts <br />and ditches which have filled over the years as a result of roadway grading. <br /> <br />Bituminous driveways will be extended to match with the paved roadway. If the area of the drive <br />· :~xtension exceeds 200 square feet beyond the edge of the street, the property owner will be <br />charged for the cost of additional bituminous necessary for the match. Gravel drives will be <br />matched to the street grade with Class V. <br /> <br /> <br />
