(WMMI) requests that <br />the City take formal action on this issue and accept 50 acres of <br />land on the north side of the Landfill in lieu of WMMI constructing <br />the ski hill. <br /> <br />The Anoka Regional Landfill is on the State of Minnesota's <br />Superfund list as a site that must receive groundwater remediation. <br />WMMI has moved forward with this cleanup effort as quickly as <br />possible and currently has the groundwater pump and treat system <br />constructed and operating. The second part of the remedial action <br />is to place a composite cap on the landfill to minimize the <br />infiltration of rain water into the site. This project is <br />currently under construction and will be completed by the fall of <br />1994. <br /> <br />In April of this year, representatives of the City of Ramsey, WMI~I <br />and the MPCA met to discuss the ski hill alternative. Both Art <br />Dunn and Wayne Sarappo of the MPCA expressed strong reservations <br />about locating a ski hill on a Superfund Landfill given the <br />approved design for the closed facility. <br /> <br />Based upon the April meeting it appears that the City of Ramsey, <br />MPCA and WM~I are in general agreement that it is in the best <br />interest of the environment and all parties involved to have <br />minimal activities occurring on the Landfill following closure. <br />This is to insure that the integrity of the pump and treat system, <br />the cap, gas extraction systems, and monitoring probes and wells <br />are maintained. <br /> <br />Activities on the Landfill such as skiing would have several <br />negative effects to the remediation system and human health such <br />as driving the frost into the landfill cap, punching holes through <br />the cap for light poles, tow systems, etc. and providing an <br />opportunity for vandalism which would create human exposure to gas <br />and liquids from the landfill because of enhanced access to site <br />gas wells, pumpout wells and monitoring probes and wells. <br /> <br />division, of Waste Mana.oemem cf M:nneso~-2. inc. <br /> <br />/5/ <br /> <br /> <br />
