capital impovement program within a reasonable time after qualifying, and <br />said plan shall meet all of the requirements as established in Minnesota <br />Statutes, Chapter 103B. Said overall plan shall establish a comprehensive <br />goal for the development of the Lower Rum River Watershed and shall <br />establish a proposed procedure for accomplishing the purposes of the <br />organization as set forth in Article II. <br /> <br /> In preparing the overall plan, the Board may consult with the <br />engineering and planning staff of each member governmental unit. It may <br />consult with the Metropolitan Council and other public and private bodies <br />to obtain and consider projections of land use, population growth, and <br />other factor which are relevant to the improvement and development of the <br />Lower Rum River Watershed. <br /> <br /> Said overall plan shall include the location and adequacy of the <br />outlets or outfalls of subtrunks and subdistricts within the Lower Rum <br /> <br />River Watershed. The plan shall include <br />facilities and the sizing of an adequate <br />subdistrict and branch lateral storm sewers. <br /> <br />the quantity of storage <br />outlet for all subtrunk, <br />The plan shall comply with <br /> <br />state statutes and regulations promulgated and adopted by the Board of <br />Water and Soil Resources. <br /> <br /> Upon completion of the overall plan or amendment thereto, each <br />member shall be supplied with a copy of the proposed plan and the plan shall <br />be submitted for review and comment as required by state law and <br />regulations. Ail governmental units which expect that substantial <br />amendment of its local comprehensive plan will be necessary in order to <br />bring their local water management into conformance with the Commission's <br />watershed plan shall describe as specifically as possible, the amendments <br />to the local plan which it expects will be necessary.
