REQUEST FOR <br /> <br />Background: <br /> <br /> CASE # <br /> <br />SITE PLAN REVIEW FOR DANNY'S TRANNY'S, INC.; <br /> CASE OF MR. DAN KARST <br />By: Zoning Administrator Sylvia Frolik <br /> <br />7 <br /> <br />Mr. Dan Karst has submitted a revised site plan, from that which was submitted in 1992, to <br />construct a building on Lots 2 and 3, Block 4, Gateway North Industrial Plat #2. He is proposing <br />to use the building for the purpose of providing indoor space for the disassembly engines and <br />transmissions, wholesale sales of engine and transmission parts, and maintenance of equipment. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />Building plans <br />City Staff review letter revision date June 14, 1993 <br />Proposed site plan development permit <br /> <br />Observations: <br /> <br />The wholesale operations and the disassembly of engines and will require a conditional use permit, <br />which Mr. Karst has applied for. <br /> <br />The building is proposed to be located on the common lot hne between Lots 2 and 3 which will <br />require approval of the zero lot line configuration. The building is within the maximum lot <br />coverage allowed when taking the total area of Lots 2 and 3 into consideration. The structure is <br />proposed to be a concrete block construction with a metal roof. Mr. Karst has stated that the upper <br />3 to 4 rows of block will be decorative block. <br /> <br />The previous site plan reviewed required a 4 foot variance to the 35 foot rear yard setback. <br />Subsequent to that time, the proposed size of the building has been reduced and as a result, it does <br />meet the 35 foot mar yard setback. <br /> <br />In the previous site plan reviewed, Mr. Karst proposed a 10 foot high concrete block wail or solid <br />metal fence to screen the proposed exterior storage area. Since that time, Mr. Karst has eliminated <br />any plans for exterior storage and consequently, the fence or block wall has been eliminated from <br />the site plan. City Code requires a 20 foot wide landscaped area adjacent to public streets. The <br />landscaping plan proposes the planting of 6 Marshall Ash n-ecs adjacent to Basalt Street in an area <br />~at appears to just meet the 20 foot m~nirnum width requirement. <br /> <br />The site plan indicates providing 15 employee parking spaces, 7 visitor parking spaces and 3 <br />tractor/trailer parking spaces which is in compliance with City C_x~e requirements. All driveways, <br />maneuvering areas and off-street parking areas are proposed to be paved and curbed. <br /> <br />With respect to drainage, the City Engineer is recommending that a sump area be consmacted on <br />Lot 4. <br /> <br />Although Mr. Karst would prefer to develop the site with city sewer and water and paved streets, it <br />doesn't appear that a sufficient number of the other benefitting property owners in the area are <br />interested in petitioning for those improvements at this time. Based on that, Mr. Karst is <br />developing Lots 2 and 3 with on-site utilities. No alternate site for a holding tank has been <br />designated on the site plan. <br /> <br />/$o <br /> <br /> <br />
