CASE # q <br /> <br />REVIEW PLANNING AND ZONING COMMISSION'S RECOMMENDATION <br />FOR CONCEPT SUPPORT FOR A MISSISSIPPI RIVER TOLL BRIDGE <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. Wayne Johnson and Mr. Dick Kluzak will bc present at the meeting to give a brief presentation <br />and seek the Council's support for the concept of a toll bridge across the Mississippi River. Mr. <br />Kluzak was involved in the development of and is part owner of the toll bridge beween Fargo and <br />Moorhead. <br /> <br />Observations: <br /> <br />Mr. Wayne Johnson and Mr. Dick Kluzak were at the May 4, 1993 meeting of the Planning and <br />Zoning Commission. They gave a brief presentation for the purpose of seeking the Commission's <br />recommendation for Council support of the concept of a Mississippi River toil bridge between <br />Dayton and Ramsey. The minutes of that meeting are enclosed for your information and review. <br /> <br />After some discussion, the Commission voted 4 to 2 to recommend that City Council adopt a <br />resolution supporting the concept of a private toll bridge as an alternative method to expedite the <br />development and construction of the Dayton Ramsey bridge crossing. The split vote is a result of <br />some of the Commissioner's feeling that if a private toll bridge is pursued and developed, a <br />publicly funded bridge will never get on Mn/DOT's 20 year plan or built. The majority of the <br />Commissioners felt that a toll bridge in the near future is more desirable than a publicly funded <br />bridge in the distant future. <br /> <br />Recommendation: <br /> <br />If the Council accepts the recommendation of the Planning and Zoning Commission, then Staff <br />should be directed to draft a resolution for Council consideration that would state the City's <br />support for the concept of a Mississippi River toll bridge as an alternative method to achieving a <br />Dayton Ramsey bridge crossing. <br /> <br />Council Action: <br /> <br />Will be based on your discussion. <br /> <br />-or- <br /> <br />Direct City Staff to draft a resolution for City Council consideration that would establish the <br />City's support for the concept of a Mississippi River toll bridge as an alternative method to <br />achieving a Dayton Ramsey bridge crossing. <br /> <br />Review Checklist: <br /> <br />CC: 6/22/93 <br /> <br />City Administrator <br />City Engineer <br /> <br />/50 <br /> <br /> <br />
