CASE <br /> <br />INTRODUCE PROPOSED ORDINANCE TO SELL LOT 6, BLOCK 2, <br />GORHAM'S SANDY ACRES <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />As you know, earlier this year the City Council approved a Community Development Block Grant <br />(CDBG) project which consists of allocating approximately $17,900 to the Anoka County <br />Community Action Program (ACCAP). The stipulation associated with the allocation was that <br />ACCCAP would use the funds to purchase a lot in the City of Ramsey. ACCCAP would then <br />construct a home on the lot for which a moderate income family would qualify for a home <br />mortgage. <br /> <br />Observations: <br /> <br />The selected parcel on which the home will be developed is Lot 6, Block 2, Gorham's Sandy <br />Acres (see attached location map). This lot was deeded to City at the time Gorham's Sandy Acres <br />was platted. The City Council minutes fi.om that time period do not indicate the reason for the land <br />transfer but it does appear that the Council wanted the property for public use generally, and not <br />specifically for park or drainage and utility purposes. It may be necessary for the City to do a quiet <br />title action to remove the public use restriction fi.om the lot; if so, this cost will most likely be <br />shared by the City and ACCAP. <br /> <br />It is necessary for the City to introduce and adopt an ordinance authorizing the sale of the property. <br />The proposed ordinance is enclosed for your review and information. <br /> <br />Recommendation: <br /> <br />City Staff recommends introduction of the ordinance. <br /> <br />Council Action: <br /> <br />Motion to: <br />Introduce Ordinance g93-__ authorizing the sale of Lot 6, Block 2, Gorham's Sandy <br />Acres. <br /> <br />Review Checklist: <br />CC: <br /> <br />City Administrator <br />7/27/93 <br /> <br /> <br />
