APPLICATION FOR LAWFUL GAMBLING PREMISES PERMITS
By: Ryan Schroeder, City Administrator

Background:

Staff has recently received two applications for premises permits from charitable gambling
organizations. Both applications are attached to this case.

The fin'st, by Minnesota Bowhunters, is for a raffle at the Armstrong Kennels Game Fair, 8404 -
161st Avenue N.W. As such, if City Council is not opposed to this application, they have
requested a waiver of the 30 day notice provision.

The second, by CLIMB Theatre, Inc., is for paddlewheels at J. R.'s, 6141 Highway #10 N.W. It
may be notable that City Council has previously directed that August 10, 1993 be scheduled for a
review of the Anoka Area Hockey Association, license operator of a pulltab booth at the same
location.

Finally, the fa'st application is from a state-wide organization, the second for a theatre company in
St. Paul. The Ramsey ordinance currently has a 75% local destination for gambling proceeds
mandate.

Council Action:

Based on discussion.

Reviewed by:

City Administrator

CC:07/27/93

I e3
