CONTRACT WITH GREATER ANOKA COUNTY <br />HUMANE SOCIETY <br />by Chief Auspos <br /> <br />Case # <br /> <br />Background: <br /> <br />In previous years we have contracted with the Greater Anoka County Humane Society (GACHS) <br />for animal control services. We have had discussions with the City of Anoka police regarding their <br />contracting of this service to the City of Ramsey. These discussions have been ongoing for the <br />past two years. However, due to the recent financial instability of cities the Council in Anoka has <br />not wanted to make a decision on this matter. Now it appears that they are willing to go ahead with <br />improving their current facility to handle animals from Ramsey and Coon Rapids. They will be <br />offering pick-up services using their Community Service Officers (CSO) or if the communities <br />have CSO's then they will provide the kenneling, adoption and euthanasia services only. <br /> <br />I have talked to Sergeant Anderson at Anoka Police Department and he tells me that probably the <br />earliest we would see this facility ready would be January of 1994. Sometime in the last fall of <br />1993 1 would expect to get final cost figures from Anoka and then, using previous years and year- <br />to-date figures from 1993, we would be able to determine the costs of contracting with Anoka <br />versus remaining with GACHS and the benefits from both. <br /> <br />We have been receiving very good service lately from GACHS now that they seem to have <br />remedied their administrator problems. Our citizens seem to be satisfied with the pick-up hours <br />currently offered, although there are some times we hear dissatisfaction from persons who don't <br />want to contain an an/mai themselves. <br /> <br />Attachment: <br /> <br />Contract for August 1, 1993 greater Anoka County Humane Society and the City of Ramsey. <br /> <br />Staff Recommendation: <br /> <br />Continue the GACHS contract for 1993-1994 year and, if it appears that contracting with Anoka <br />would be more beneficial, exercise the Early Termination clause of the contract. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />Finance Officer <br />City Attorney <br /> <br />CC: 7/27/93 <br /> <br /> <br />
