ADOPT <br /> <br /> CASE #: / <br />RESOLUTION TO REALLOCATE 1992 COMMUNITY DEVELOPMENT <br /> BLOCK GRANT (CDBG) FUNDS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />As you may recall, in 1992 the City Council allocated $23,918.00 in CDBG funds for the purpose <br />of developing a handicap accessible park in Flintwood. This project has been denied by HUD and <br />Anoka County, the administrators of CDBG funds. Under HUD's interpretation, CDBG funds <br />could be used to retrofit an existing park to handicap accessible, but not to develop a new park to <br />handicap standards as all new development must be handicap accessible anyway under the <br />American Disabilities Act. Consequently, it is necessary for the City to reallocate the use of <br />$23,918.00 in 1992 CDBG funds. <br /> <br />Observations: <br /> <br />I <br /> <br />I <br />I <br />I <br /> <br />In the years 1981 through 1993, it has generally been the City's position to utilize CDBG funds for <br />economic development ($75,332.00), planning purposes ($29,715.00) and capital improvements <br />($244,262.00) within the community versus public service agencies ($15,000.00) within the <br />County. This position was confirmed as recently as February of 1993, when allocation of 1993 <br />CDBG funds reverted back to planning purposes and capital improvements versus dedication to <br />those public service agencies accommodated by the City in the two previous years.. <br /> <br />The City has identified some planning needs that are critical to achieving an expansion of the urban <br />service area or maintaining compliance with revised State standards. They are: update <br />transportation plan, update land use plan, update shoreland regulations, and participate in funding <br />update of Anoka County Transportation Plan. From proposals received, it has been determined <br />that the total estimated cost of these planning items is $39,380.00, which includes $1,000.00 for <br />direct costs not covered in contract agreements for planning services. This cost figure can be <br />reduced by $11,485.00 for 1993 CDBG funds allocated for planning purposes and $2,500.00 in <br />matching State funds for shoreland ordinance updates. This leaves $24,395 in planning needs for <br />which funding sources must be identified. <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />il <br /> <br />On July 27, 1993, City Council approved pursuing these planning efforts and awarding contracts <br />for same contingent upon identifying funding sources. <br /> <br />As you know, there is a 15% cap on the amount of CDBG dollars that can be allocated for <br />planning purposes in any given year in Anoka County. On July 29, 1993, City Staff received a <br />transmittal from JoAnn Wright, Anoka County CDBG Manager, which indicates that there is <br />enough room in Anoka County's 1992 CDBG planning budget to where the entire $23,918 of <br />unallocated Ramsey funds could be dedicated to our planning needs. <br /> <br />It should also be noted that the City has received a request from Alexandra House for the <br />$23,918.00 to be allocated towards the development of their new facility in Blaine. <br /> <br />The following items are enclosed for your information: <br /> <br />a) CDBG Historical Data <br /> <br />b) <br /> <br />Letter from Pat Prinzevalle, director of Alexandra House, to Sylvia Frolik dated <br />March 11, 1993. <br /> <br /> <br />
