I I I I I ! ,I I I I I I I I I I I I I CASE # 4 ADOPT PROPOSED ORDINANCE TO SELL LOT 6, BLOCK 2, GORHAM'S SANDY ACRES By: Sylvia Frolik, Zoning Administrator Background: As you know, earlier this year the City Council approved a Community Development Block Grant (CDBG) project which consists of allocating approximately $17,900 to the Anoka County Community Action Program (ACCAP). The stipulation associated with the allocation was that ACCCAP would use the funds to purchase a lot in the City of Ramsey. ACCCAP would then construct a home on the lot for which a moderate income family would qualify for a home mortgage. Observations: The selected parcel on which the home will be developed is Lot 6, Block 2, Gorham's Sandy Acres (see attached location map). This lot was deeded to City at the time Gorham's Sandy Acres was platted. The City Council minutes from that time period do not indicate the reason for the land u'ansfer but it does appear that the Council wanted the property for public use generally, and not specifically for park or drainage and utility purposes. It may be necessary for the City to do a quiet title action to remove the public use restriction from the lot; if so, this cost will most likely be shared by the City and ACCAP. It is necessary for the City to introduce and adopt an ordinance authorizing the sale of the property. The proposed ordinance, which is enclosed for your review and information, was introduced by City Council on July 27, 1993. The ordinance is eligible for adoption at this time. Recommendation: City Staff recommends introduction of the ordinance. Council Action: Motion to: Adopt Ordinance g03-__ authorizing the sale of Lot 6, Block 2, Gorham's Sandy Acres.
