POLICY RELATING TO THE INSTALLATION, REPAIR AND
MAINTENANCE OF CULVERTS

Preamble

Significant portions of the City's drainage are serviced entirely by a system of culverts.
Considerable damage can occur to both public and private property if culverts are absent, of
inadequate size, improperly maintained, or in need of repair. It is therefore appropriate that
the following policy be adopted to set out the responsibilities of the City and individual
property owners.

Policy

Each drive entrance to a City street which is not serviced by curb and gutter shall be
provided with a minimum 15 inch culvert unless specifically determined otherwise by the
Public Works Supervisor. It shall be the responsibility of the property owner to purchase
and install the required culvert. The culvert may be purchased from the City. In cases
where it is determined that a culvert larger than t 5 inches need to be installed, the City shall
contribute the difference in cost between the culvert size installed and the required minimum
15 inch culvert.

Once installed, it shall be the responsibility of the property owner to mainta/n all culverts
providing access to the property in good repair and free from debris and sediment. It shall
be the responsibility of the City to perioct/cally remove sediment between culverts to ensure
proper drainage.

The City shall be solely responsible for the installation, maintenance, and repair of culverts
which provide drainage across City streets.

The Public Works Supervisor shall have the authority to order the installation, repair, or
maintenance of any culvert. Failure to comply with a proper order within a reasonable
period of time, or in the case of an emergency, shall be cause for having the necessary
work performed by the Public Works Department with the actual cost being assessed to the
property owner.

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
