The contractor will be <br />required to comply with an erosion and sediment control plan to minimize disturbance of <br />the adjoining wetland areas. Also, the contractor will be required to adhere to a least <br />damage schedule minimizing impacts on wildlife during the nesting season. (EAW and <br />DNR) <br /> <br />Surface Water Quality <br /> <br />Surface water runoff from the project will flow into wetland 111P through an existing <br />county ditch system. The outlets for these ditches would be to the wetlands, thus retaining <br />the natural drainage patterns. This wetland does not have a natural outer, which allows the <br />runoff to percolate into the ground water. Erosion control measures will be adhered to <br />during construction and all disturbe21 areas will be landscaped and vegetative cover will be <br />maintained to prevent subsequent erosion. (F. AW) <br /> <br />Air Pollution, Dust and Noise <br /> <br />Dust, air and noise impacts will occur during construction. Dust control measures will be <br />used when needed and hours of construction operation will be limited through contract <br />requirements to minimize noise impacts. The long term impacts on air quality should be <br />positive since the road alignment will reduce travel time on City streets. Noise levels <br />associated with 40 m.p.h, traffic are within acceptable levels. (EAW) <br /> <br />Fish and Wildlife <br /> <br />Approximately 1.39 acres of pine plantation wooded cover will be removed for the <br />construction of the roadway. This pine stand is approximately 20 years of age and was <br />planted as tree farm stock and windbreaks. Additionally, another 4.02 acres of <br />brush/grassland will be removed. The road project will also impact an additional 1.31 <br />acres of type IV wetland. With the completion of the project, the City will see a loss of <br />6.72 acres of various habitats. This will be somewhat offset by the turf restoration within <br />the right-of-way which covers approximately 2.9 acres. <br /> <br />Archaeological and Historical Resources <br /> <br />The proposed project has a probability of containing prehistoric archaeological sites. <br />Therefore, an archaeological survey will be completed. (Response from the Minnesota <br />Historical Society) <br /> <br />Parks and Special Resource Areas <br /> <br />Construction of this project will not create any adverse impacts on parks or special resource <br />areas. Approximately 1.31 acres of wetlands will be filled. The impact of the action will <br />be mitigated. (F.,AW) <br /> <br />Roads and Traffic -, <br /> <br />The average daily traffic (ADT) flows for the area affected by the proposed extension of <br />153rd Avenue N.W. are estimated to be in excess of 600 at the completion of the <br />connection. The ADT projections are based upon traffic studies completed during 1990- <br />1992 after the completion of previous links of 153rd Avenue N.W. directly to the east. <br />The City estimates that the proposed connection would not greatly increase the number of <br />Al)Ts. However, the new connection would allow for the reduction in the number of <br />vehicles currently using 156th and 158th Avenues N.W. by approximately 540 ADTs. <br /> <br />III <br /> <br /> <br />
