City studies show that a vehicle would only attain a speed of approximately 35 m.p.h., <br />which is 20 m.p.h, under the posted speed before decelerating to turn west onto 153rd <br />Avenue N.W. By these additional turns, much of the traffic would chose to continue west <br />on 154th Lane N.W., requiring additional maintenance and an increased chance of <br />accidents as residents use this street. <br /> <br />E. Turtle Protection: <br /> <br />The City has proposed that the new road right-of-way be constructed with chain link <br />fencing along the south side of the roadway. This fencing would be buried in the effort to <br />prevent the turtles from tunneling under the fence and gaining access to the roadway. The <br />fencing on both ends would wrap around to help tuffies from circumventing the fencing. <br />The proposed design does not allow for culverts under the roadway, as these would allow <br />for turtles to access the road from the north side of the roadway. These culverts would also <br />allow for the turtles to gain access to roads to the north of the proposed alignment. Recent <br />studies indicate that the Blanding Turtle has been found to travel 1.5 miles (Star & Tribune, <br />August 4, 1993). With the wetland and undeveloped property to the south, the tuffies <br />should have sufficient area for nesting. <br /> <br />III. CONCLUSIONS <br /> <br />The proposed project will meet all MPCA, DNR, and Corps of Engineers requirements and <br />standards. Areas which could have had a potential for significant environmental effects have been <br />identified and evaluated. No potentially significant negative impacts were identified. Therefore, <br />no environmental impact statement is required. <br /> <br />Based on the findings and conclusions contained herein and in the reference documents, including <br />all comments received in the environmental assessment worksheet, the City of Ramsey determined <br />on September 14, 1993, that an environmental impact statement is not required on the proposed <br />project. <br /> <br />Mayor <br /> <br /> <br />
