Case ~8: <br /> <br />153rd Avenue N.W. Connection between Variolite Street N.W. <br />and Armstrong Boulevard N.W. (County Road g83) <br /> <br />Project Manager Gromberg stated that City Staff has reviewed the scheduling for the <br />construction of thc final section of 153rd Avenue N.W. between Variolitc Street N.>W. <br />a.nd Armstrong Boulevard N.W. (County Road #83). It was previously directed by the <br />Road and Bridge Committee that an Environmental Assessment Worksheet (EAW) be <br />completed for this segment of roadway. City Staff has completed the d_mfring of the EAW. <br />A positive finding for the EAW would allow the City to complete thc project sometime in <br />the future as long as the project does not change in scope. <br /> <br />Motion by Mayor Oilbertson and seconded by Councilmember Zimmerman to recommend <br />that City Council authorize the City Administrator to acquire appraisals of required <br />propemes not-to-exceed $10,CO0 upon receipt of negative declaration of EAW. <br /> <br />I <br />! <br />I <br />i <br />I <br /> <br />Motion carried. Voting Yes: Mayor. Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />1 <br /> <br />Motion by Mayor Gilbertson and seconded by Councijmember Zimmerman to recommend <br />that City Council authorize submittal of EAW to EQB for publication. <br /> <br />Motion carried. Voting Yes: Mayor Oilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />Motion by Mayor Oilbertson and seconded bY Counci!member Zimmerman to recommend <br />that City Council authorize conditional approval of the construction schedule for 153rd <br />Avenue N.W. extension. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />The Finance Committee recommended scheduling the public hearing regarding the <br />construction for 153rd Avenue N.W. extension for July 13, 1993. <br /> <br />Case #9: Replacement of Two Squads <br /> <br />Sergeant Oustafson stated that the replacement squads for S-3 and S-4 have been received <br />and are now being outfitted S-1 and S-2, the other two patrol cars, have mileage of <br />72,000 and 88,000, respectively. He explained these cars would likely tast until <br />replacements arrived sometime in 1994, but then would both have over 100,000 miles on <br />them. He expressed concern of the high cost of mahatenance when cars reach high <br />mileage. Shortly after the Department received the new squads ordered, Superior Ford <br />stated they have additional 1993 models to offer at the basic State Contract price. Superior <br />Ford has estimated a $2,000 or more increase for the 1994 squads because the requirement <br />for the air bag has already been rn~ndated by federal taw. Sergeant Gustafson stated that in <br />early 1993, Council authorized the funds to pm'chase three mobile digStal terminals. Tlaese, <br />along w/th one supplied by Anoka County, will allow one for each patrol car. The units <br />will arrive soon and provisions are being rn~de for that as the two squads the department <br />has are being outfine& He stated that while the/vIDT,units themselves will not be installed <br />now, the design change for mounting the equipment will make for their easy installation <br />once they arrive. The cost of inst~lt~ng an MDT unit in an older car is $180 to $200. This <br />style of mounting will not be allowed in a_ny cars purchased after 1993 so the expense <br />would be for the last few months of the two older squads period of service and would have <br />to be repeated again in 1994. He stated that to outfit the two older squads with the <br />redesigned mounting system that would meet 1994 requirements for all equipment would <br />cost several hundred dollars more, only to be reinstalled in 1994. If no action is taken, <br />there would be two MDTs on hand not being use& Sergeant Gustafson stated that wh/le it <br />is not an emergency, some thought should be given to these 1993 squads.
