Hart, Finance Officer <br /> <br />LEVY <br /> <br />Background: <br /> <br />The Finance Committee will be meeting on Monday, September 13, 1993 at 7:00 a.m. to finalize <br />their recommendation for the City of Ramsey's Payable 1994 Proposed Maximum Property Tax <br />Levy. The proposed maximum levy and~ a public hearing date must be certified to the Anoka <br />County Auditor's office on or before September 15, 1993. It is important that a recommendation is <br />made for Council action on September 14, 1993. <br /> <br />Attached to this case is a schedule that indicates various levels of tax levies and the effect on a <br />$100,000 property. While it appears that taxes could go up substantially, we must keep in mind <br />that the City makes up only 14.23% of thc taxing dollar or in more simple terms, for each $1.00 <br />of taxes paid, approximately 14.23 cents comes to the City. <br /> <br />The tax capacity rate for 1993 was 16.182% while the average for Anoka County cities is closer to <br />approximately 18.00%. <br /> <br />The City of Ramsey's 1994 public budget hearing must be held between November 29 and <br />December 20, 1993, and the date of the hearing and possible reconvene date may not conflict with <br />the dates selected by the county or school districts. We have received notice from Anoka County <br />that the other governmental units have set the following hearing dates: <br /> <br />Public Hearing Date: <br />November 30, 1993 <br /> <br />December 6, 1993 <br />December 7, 1993 <br /> <br />December 14, 1993 <br />December 20, 1993 <br /> <br />SchooI'District #11 <br />School District #728 <br />Reconvene - Metropolitan Agencies <br />Reconvene - School District #11 <br />Reconvene - School District #728 <br />Anoka County <br />Reconvene - Anoka County <br /> <br />The dates that we are recommending for the City of Ramsey's 1994 public budget hearing and <br />reconvene date (if necessary) are as follows: <br /> <br />Initial Hearing Wednesday, December 1, 1993 <br />Reconvene Hearing Wednesday, December 8, 1993 <br /> <br />7:00 p.m. <br />7:00 p.m. <br /> <br />It has been suggested by the Legislature that the actual levy and budget adoption take place <br />at the next regularly scheduled City Council Meeting which would be on Tuesday, <br />December 14, 1993. What this does is ensures the public that comments received during <br />the public hearing(s) are given rime for due consideration before the final levy and budget <br />are adopted. <br /> <br />The council will need to establish the initial public hearing date and a reconvene (if necessary) date <br />at tonight's meeting. <br /> <br /> <br />
