BETWEEN VARIOLITE STREET N.W. AND <br />ARMSTRONG BOULEVARD N.W. (COUNTY ROAD g83) <br /> By: James Gromberg, Project Manager <br /> <br />Background: <br /> <br />At the June 8, 1993 City Council meeting, the City Council approved and authorized the submittal <br />of the Environmental Assessment Worksheet (F_.AW) for the .69 mile segment of 153rd Avenue <br />N.W. between Variolite Street N.W. and Armstrong Blvd. N.W. (County Road 83). Pursuant to <br />Minnesota Rules, the City has submitted the EAW to the required agencies as fief'reed on the EQB <br />distribution list. The following agencies received a copy of the EAW for review and comment: <br /> <br />Environmental Quality Board <br />Department of Public Service <br />Department of Natural Resources <br />Pollution Control Agency <br />Department of Transportation <br />Legislative Reference Library <br />U.S. Army Corps of Engineers <br />U.S. Fish & Wildlife Service <br /> <br />Department of Health <br />Department of Agriculture <br />Office of Waste Management <br />Board of Water and Soil Resources <br />Historical Society <br />Environmental Conservation Library <br />U.S. Environmental Protection Agency <br />Metropolitan Council <br /> <br />The notice of EAW availability was published in the July 5, 1993 issue of the EQB Monitor and <br />the Anoka County Union, July 2, 1993. The thirty (30) day-:comment period ended on August 5, <br />1993. The City received replies from the following agencies: <br /> <br />Minnesota Pollution Control Agency <br />Metropolitan Council <br />Minnesota Department of Natural Resources <br />Minnesota Historical Society <br /> <br />The questions and concerns raised by these letters have been addressed in the findings of fact. <br />Attached for your review are copies of the letters received and the corresponding replies. <br /> <br />The City Council conducted a public hearing for citizen input on August 24, 1993. At this public <br />hearing, no new issues with regard to the EAW were presented. <br /> <br />The proposed alignment calls for the mitigation of the removal of 1.31 acres of wedand. As <br />shown on the attached map, over 6.1 acres of land to the south of the proposed alignment would <br />be available for mitigation purposes. <br /> <br />For your review of the entire 153rd Avenue N.W. project, I have included the following exhibits: <br /> <br />1) Existing Land Use from Comprehensive Plan 1973 <br />2) Section I/Goals-Objectives-Planning Assumptions Comprehensive Plan Amendment <br /> 1976 <br /> <br /> <br />
