Based on the <br />information contained in the Environmental Assessment Worksheet (EAW), the <br />Environmental Analysis Office staff believes that significant environmental <br />effects are not likely to occur as a result of the project. Therefore, the <br />preparation of an Environmental Impact Statement (EIS) does not appear <br />warranted. However, we do have the following concerns: <br /> <br />Regarding Item 8 of the EAW, it should be indicated that a 401 Water Quality <br />Certification from the Minnesota Pollution Control Agency (MPCA) will be <br />required as part of any individual 404 permit process from the U.S. Army <br />Corps of Engineers. <br /> <br />Item 9 indicates that the eastern half of the site is 80 percent wetland. <br />If development is anticipated on these adjacent lands as part of the <br />cumulative impact resulting from this project, this secondary impact should <br />be evaluated. <br /> <br />The proposal is not specific as to if planned compensatory wetland <br />mitigation will also be expected to serve as the storm water retention <br />ponds. Provisions for storm water handling are not to be considered <br />compensatory mitigation for wetlands that are lost. Any wetland type area <br />that may be created for storm water control cannot be double counted as <br />wetland compensation. Enhancement of existing wetlands may also not count <br />as wetland mitigation for wetlands lost. <br /> <br />The EAW indicates that wetland compensation will be developed. The site map <br />should indicate where the replacement will be located. This should be <br />delineated on the map to establish what.compensation will be acceptable. <br /> <br />Regarding Item 17 of the EAW, the MPCA would like to see finding for erosion <br />control efforts to be a separate listed budget item.
