City of Ramsey
15153 NOW'THEN BOULEVARD N.W.,

PHONE (612) ,~27.1z~10
FAX (612) .427-5.'343
RAMSEY, MINNESO,TA 55303 · ,TDD (612) 427-8591

August 16, 1993

Lyall Schwarzkopf
Research & Long Range Planning
Metropolitan Council
Mears Park Centre
230 East Fifth Street
St. Paul, Minnesota 55101-1634

RE: 153rd Avenue N.W. Between Variolite Street N.W. and County Road #83
Environmental Assessment Worksheet (EAW)

Dear Mr. Schwarzkopf.'

Thank you for your comments regarding the City's proposed extension of 153rd Avenue N.W. In
your review letter dated July 6, 1993, you indicated the following concerns about the proposed
roadway:

1) Alternate Alignments:

Alternate 1: The City reviewed both of the alternate alignments as shown on Figure 3 of the
original EAW. The more northerly alignment along 156th Avenue N.W. would mute the MSA
srree~ down a currently developed residential sue. eL This would create an MSA collector street
w/th 22 private driveway accesses which may contribute to additional traffic accidents as these
residents attempt to leave their homes. With the additional fight-of-way, several of the existing
homes would have only one-half the required setbacks fi-om the MSA mad. At the connection
w/th County Road #83, the vehicles u'avelmg west would be required to stop, then mrn left
onto County Road #83 and make an additional fight turn in approximately 2,200 feet. The
additional turns required by this alignment would lead to a possible increase in the nnmber of
accidents as vehicles accelerate and slow for these turns. These acceleration and deceleration
zones would also contribute greatly to the mount of noise caused by the traffic.

Alternate 2: Constructing the new roadway in a straight east/west connection. This ai/granent
would generally direct traffic to 154th Lane N.W. which, similar to 156th Avenue N.W., was
constructed as a residential street By reconstructing this street to MSA standards, 39 single
family homes and accesses would be directly affected. This alignment may be designed to
encourage traffic to turn left onto County Road #83 a.nd then fight onto 153rd Avenue N.W.
The distance for this maneuver would be approximately 1,100 feet. City studies show that a
vehicle would only attain a speed of approximately 35 m.p.h., which is 20 m.p.h, under the
posted speed before decelerating to rum west onto 153rd Avenue N.W. By these additional
tums, much of the traffic would chose to continue west on 154th Lane N.W. requiring
additional maintenance and an increased chance of acc/dents as residents use this StreeL
