of the City should encourage: 1) Employment opportunities within the City for residents of the City to the extent that they can be economically provided; 2) A mix of housing types, both with respect to cost and form; 3) A consistent growth in assessed valuation to match growth in government service costs; 4) Convenient and economical outlets for retail and personal services; 5) Clustering of urban functions and land uses requiring urban services to the extent possible as a mechanism to preserve an open environment and to minimize the total land service costs to the extent possible consistent with current development and an orderly transition of the community from its current urban status to a more dense population over time. During the course of the study, physical inventory and discussions with other governmental units resulted in the following basic development assumptions: 1) Construction of a bridge crossing the Rum River as an easterly extension of CSAH~' =,/ wighin the relatively near future (five years or less), 2) Continued use of MTH ~47 as a major artery in the community without significant change in alignment, 3) Development of a.municipal office facility on property Comprehensive.
