II GOALS - OBJECTIVES - PLAN]'{ING ASSUMPTIONS Planning for the development of urban land uses involves meshing the following considerations: i) Community desires and objectives; 2) Physical land characteristics; 3) Urban service linkages, par%icutarly transportation and sewer systems; 4) Actual demand; and 5) Economics of urban service costs. Development potential of a particular area is the result of the actual meshing of these factors. A comprehensive plan makes a record of that development potential and describes mechanisms within the Dian or through cfficial con- trols by which land uses can be directed and held in a manner which will maximize the development potential consistent with the community view of the proper meshing of the relevant factors. in addition to the objectives stated in the !973 plan which were stated in general te_rms (See Appendix 1) , discussions with the City Council and the Planning Commission during the course of this study have given rise to the following specific community goals and objectives: Within the limitations of physical and environ- mental constraints, land use regulations and controls - 3 - Comprehensive Plan Amendment March, 1978 I I I I I I I !
