The Titterud's are retired <br />and live out-of-state 6 months a year. They rent the lower level of their home to provide year <br />around security and caretaking for their property. <br /> <br />The following items are enclosed for your review and information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br /> <br />Site location map <br />Site plan <br />Petition from area residents <br />Copy of Zoning News dated April 1992 <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Observations: <br /> <br />The subject property and surrounding properties are zoned R-1 Rural Residential for which only <br />single family dwelling units are permitted. <br /> <br />The apartment in the Titterud home is served by a separate driveway and access to the wa/k-out <br />level where the apartment is located. The Building Official has indicated that the on-site septic <br />system is minimal, but with the main level of the home only being occupied seasonally, the system <br />should continue to function properly. The conditional use permit has been drafted to include <br />language that absolves the City from any obligations associated with the issuance of the conditional <br />use permit as a result of the intensified use of the property. <br /> <br />For your information purposes, I have enclosed a copy of Zoning News dated April, 1992 on the <br />subject of accessory apartments as a means to providing affordable housing. The Commission has <br />directed that City Staff begin to draft regulations regarding accessory apartments in the City of <br />Ramsey. <br /> <br />On September 7, 1993, the Planning and Zoning Commission conducted a public hearing <br />regarding the request. There were no verbal comments submitted at the hearing, however, Mr. <br />Tittered did supply the City with a petition signed by i2 separate area property owners stating no <br />objection to his request. <br /> <br /> <br />
