That the Applicants have stated that the apartment provides opportunity for property security and caretaking for those times when the Applicant is not residing in the State of Minnesota. That the Building Official has stated that the size of the on-site septic system will accommodate heavy use seasonally. That there are 2 similar permitted conditional uses in the single family districts except that both units within each of the structures are intended for occupation 12 months a year. That the proposed use will not adversely impact traffic in the area. That the proposed will not be dangerous or detrimental to persons residing or working in the vicinity. That the proposed use will not substantially or adversely impair the use, enjoyment or market value of surrounding properties. That the proposed use will be maintained in order to be harmonious in appearance with the existing and intended character of the R-1 Rural Residential District. That the proposed use will be adequately served by essential public services. That the proposed use will not create excessive additional requirements at public cost for public facilities and services. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the .__th day of ,1993.
