resold, and the sale by consignment of craft type of items, should also be excluded from <br />being considered secondhand shops. Unlike large and small tools, sporting goods, <br />furniture and electronic goods, these clothing items are not typically a target for larceny and <br />burglary. The ordinance already excludes secondhand book and magazine shops. <br /> <br />Motor vehicle dealers are currently paying a $25 license fee. They are bonded by the State <br />of Minnesota and also hold State license as a prerequisite for a City license. We have no <br />routine costs associated with automobile dealers. Occasionally we have a dealer start up <br />business and run it in a shoddy manner which results in an increase in customer <br />complaints. These complaints must be investigated to determine if they are civil in nature <br />or have a basis for criminal charges. If civil, the complainant pursues it through his or her <br />own actions. We investigate the criminal cases and these can be quite time consuming, <br />especially when the suspect is a stereotypical "car jockey". <br /> <br />Officer Batabon has recently attended some training seminars on the investigation and <br />monitoring of vehicle sales, particularly used autos. When he is free from the late night <br />shifts, he will be doing routine checks of dealer's books for propriety. At this time, I could <br />not predict the amount of time that will be spent doing this. <br /> <br />Because of the nature of the business and due to the number of criminal statutes existing in <br />the 168 Chapter of Minnesota laws, car dealerships often have need for monitoring for <br />compliance.
