I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE # <br /> <br />INTRODUCE PROPOSED ORDINANCE TO AMEND CITY CODE <br />REGULATIONS REGARDING SIGNS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />4 <br /> <br />Background: <br /> <br />As you may recall, many months ago the City Council introduced an ordinance to amend City <br />Code regulations pertaining to signs. At the time the ordinance was presented to Council for <br />adoption, the case was tabled to allow Councilmember Hardin additional time to study the <br />ordinance. Staff has finally had the opportunity to meet with Councilmember Hardin to review the <br />proposed ordinance and some minor changes have been made. Based on the changes made and the <br />lapse of time, Staff is recommending a second introduction of the ordinance prior to adoption. <br /> <br />Observations: <br /> <br />Below is a summary of the changes made to the ordinance since its last introduction: <br /> <br />Section 9.12.03 - General Provisions - Subd. 7 - The language has been changed so that all <br />institutions, not just those that are publicly owned and operated, are entitled to secondary <br />identification signs at additional points of entrances or street frontages. <br /> <br />Section 9.12.04 - Prohibited Signs - Subd. 8 - Language was added to prohibit signs on utility <br />poles. <br /> <br />Section 9.12.05 - Temporary Signs - Subd. 5 - Language was modified so as not to prohibit off- <br />site directional real estate signs. <br /> <br />Section 9.12.05 - Temporary Signs - Subd. 3 - Required the sign to also identify the dates of the <br />garage or craft sale. Added language to indicate that a fee will be charged for signs not removed <br />within 24 hours. <br /> <br />Section 9.12.05 - Temporary Signs - Subd. 7 - Added language to indicate that a fee will be <br />charged for public event signs not removed within 48 hours. <br /> <br />Section 9.12.12 - Construction Specifications - Subd. 1 - This provision was amended to require <br />that the construction, installation and/or alteration of signs in excess of 16 square feet must be done <br />so by a professional sign company or contractor licensed to do business in Minnesota. <br /> <br />Section 9.12.13 ~ Sign Installers License - This section was deleted. Subdivision 1 of this section <br />required sign installers to be licensed, yet Subd. 2 allowed for property owners to put up <br />homemade signs and exempted them from being licensed. If the City's intent is to improve the <br />aesthetics of our commercial districts, then we are better served by eliminating the licensing <br />requirement for sign installers and requiring all signs in excess of 16 square feet to be consmacted <br />and installed by professionals (see 9.12.12 above). <br /> <br />Section 9.12.14 - Non-Conforming Signs - Subd. 2 - The time frame given for illegal signs to <br />come into conformity with the ordinance was reduced from 12 months to 9 months. <br /> <br /> <br />
