Hart, CASE AND ESTABLISHING FUNDS AND CITY CHARTER CHAPTER 7.9 Finance Officer Background: In 1984 the Charter was passed with a provision that funds of the City are to be as set by Statute or ordinance (Section 7.9). Since that time several funds have been initiated by an action of the Council, other than by ordinance. Hence, with the exception of the Permanent Improvement Revolving Fund, each of these funds have existing revenue and expenditure policies. We are suggesting ordinances at this time to be in compliance with the City Charter. At the same time we are suggesting various changes in existing fund policies where it appears appropriate. These ordinances were introduced and discussed by the Finance Committee at the September 28, 1993 meeting. Attached to each proposed ordinance is the cash flow projections for the fund in question. These projections reflect the policies as proposed for each of the following funds: Public Improvement Revolving Fund Landfill Tipping Fee Fund Landfill Expendable Trust Fund Tax Increment Fund Municipal State Aid Construction Fund Equipment Revolving Fund Ordinance 4~93- Ordinance g93- Ordinance g93- Ordinance g93- Ordinance g93- Ordinance g93- Also attached is a copy of Resolution g93-05-098 which outlines the policies in place for the Charitable Gambling Fund. The ordinances relating to this Fund will be presented for amendments upon completion of the task force review of lawful gambling. At that time the policies outlined in the attached resolution will be incorporated accordingly. Therefore, there is no formal action requested at this time on the policies of this Fund. Recommendation: Introduce for first reading the attached ordinances that amend and establish funds and related policies pursuant to City Charter Chapter 7.9.
