Hart, <br /> <br />CASE <br /> <br />AND ESTABLISHING FUNDS AND <br />CITY CHARTER CHAPTER 7.9 <br />Finance Officer <br /> <br />Background: <br /> <br />In 1984 the Charter was passed with a provision that funds of the City are to be as set by Statute or <br />ordinance (Section 7.9). Since that time several funds have been initiated by an action of the <br />Council, other than by ordinance. Hence, with the exception of the Permanent Improvement <br />Revolving Fund, each of these funds have existing revenue and expenditure policies. We are <br />suggesting ordinances at this time to be in compliance with the City Charter. At the same time we <br />are suggesting various changes in existing fund policies where it appears appropriate. These <br />ordinances were introduced and discussed by the Finance Committee at the September 28, 1993 <br />meeting. <br /> <br />Attached to each proposed ordinance is the cash flow projections for the fund in question. These <br />projections reflect the policies as proposed for each of the following funds: <br /> <br />Public Improvement Revolving Fund <br />Landfill Tipping Fee Fund <br />Landfill Expendable Trust Fund <br />Tax Increment Fund <br />Municipal State Aid Construction Fund <br />Equipment Revolving Fund <br /> <br />Ordinance 4~93- <br />Ordinance g93- <br />Ordinance g93- <br />Ordinance g93- <br />Ordinance g93- <br />Ordinance g93- <br /> <br />Also attached is a copy of Resolution g93-05-098 which outlines the policies in place for the <br />Charitable Gambling Fund. The ordinances relating to this Fund will be presented for amendments <br />upon completion of the task force review of lawful gambling. At that time the policies outlined in <br />the attached resolution will be incorporated accordingly. Therefore, there is no formal action <br />requested at this time on the policies of this Fund. <br /> <br />Recommendation: <br /> <br />Introduce for first reading the attached ordinances that amend and establish funds and related <br />policies pursuant to City Charter Chapter 7.9. <br /> <br />Council Action: <br /> <br />Motion to introduce Ordinance g93-__ AN ORDINANCE AMENDING CHAPTER 3.40 <br />OF THE CITY CODE ESTABLISHING THE PUBLIC IMPROVEMENT <br />REVOLVING FUND AND RELATED POLICIES OF RAMSEY, MINNESOTA, <br />effective 30 days after its passage; <br /> <br />and <br /> <br />Motion to introduce Ordinance g93- <br />85-4 ESTABLISHING FUNDING <br />LANDFILL TIPPING FEE FUND <br />after its passage; <br /> <br />~ AN ORDINANCE AMENDING ORDINANCE <br /> AND EXPENDITURE POLICIES FOR THE <br /> OF RAMSEY, MINNESOTA, effective 30 days <br /> <br />and <br /> <br /> <br />
