Councilrnember Hard/n introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION g93-05-098 <br /> <br />RESOLUTION AMENDING THE CITY OF RAMSEY'S POLICY ON EXPENDITURES OF <br />THE CHARITABLE GAMBLING SPECIAL REVENUE FUND (CITY FUND g270) <br /> <br /> WHEREAS, at the Budget Committee meeting of April 28, 1992, Staff recommended that, pursuant <br />to MS 349.12, Subdivision I1, Subparagraph 7, proceeds realized into the charitable gambling special <br />revenue fund be expensed exclusively for recreation, community and athletic facilities intended primarily for <br />persons under age 21, provided that such facilities and activities do not discriminate on the basis of a gender; <br />and <br /> <br /> WHEREAS, Staff further recommended that charitable gambling revenue not be used for operating <br />equipment, supplies, wages or any other non-capital expenditure; and <br /> <br /> WltEREAS, the Budget Committee unanimously approved a motion to recommend to City Council <br />adoption of this policy. ;' ..._. <br /> <br /> WHEREAS, at the Finance Committee meeting of May 25, 1993, Staff recommended that the <br />City's policy on expenditures of the Charitable Gambling Special Revenue Fund (City Fund #270) be <br />amended by adding the language in #'s 2, 3, 4 and 5, below. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Ramsey City Council hereby adopts into policy that proceeds realized into the charitable <br />gamb/ing special revenue fund be expensed exclusively for recreation, community and athletic facilities <br />intended primarily for persons under age 21, provided that such facilities and activities do not <br />discriminate on the basis of a gender and that such revenue not be used for operating equipment, <br />supplies, wages or any other non-capital expenditure. <br /> <br />2) <br /> <br />3) <br /> <br />That prior to expenditure from the fund, Council will pass upon a Capital Improvements Program <br />wherein fund expenditures are authorized. <br /> <br />That it is intended that expenditures will occur at no greater than a 50% match to outside donations. <br /> <br />4) <br /> <br />That requests for fund expenditures, and donations toward fund expenditures, received during the <br />prior calendar year will be ranked each year by the Park and Recreation Commission and author/zed by <br />the Council Finance Committee prior to May 31 of each year. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />5) <br /> <br />That a capital purchase of less than $1,000 toward which donations are received and to which no City <br />expenditures are required may occur after review and approval by the Park and Recreation <br />Commission. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Mayor Gilbertson and upon <br />vote being taken thereon, the following voted in favor thereof: <br /> <br />I <br />I <br /> <br />Mayor Gilbertson <br />Councilmember Hardin <br />Councilmember Beyer <br />Councilm ember Peters on <br />Councilmember Z/mmerman <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />I <br />I <br />I <br /> <br />and the following abstained: <br /> None <br /> <br />I <br /> <br />1 <br /> <br /> <br />
