In addition, the forecast will identify financing sources and uses, cash flow projections, and financial policies that impact or exercise control over revenues and expenditures. Note: Financial sources and uses are transfers to and from other City Funds. From time to time the Council has adopted policies as to the purpose of funds, particularly special revenue and trust funds. These policies should be clearly stated within the financial plan so that the public is aware of the Council's intent. As an example - the forrner Council adopted a resolution that states the Landfill Trust Fund is not to be used for general operations but is available for capital improvements that benefit the City. In addition, the fund is available for interfund loans and these loans may be granted interest free. These are policies that should be before the public, current and future councilmembers. 7.5.6.7.5.5. A summary of the long-term financial plan shall be published in the City newsletter annually.
