Schroeder, City Administrator <br /> <br />Background: <br /> <br />For the past five years or longer, thc City of Ramscy has been discussing thc eventual construction <br />of McKinley Street and the utilities below the street. In 1988, a sanitary sewer trunk line was <br />constructed within the proposed fight-of-way. <br /> <br />Recently, the City authorized appraisals on the property in order to negotiate with the owners to <br />purchase the right-of-way. Final acquisition of this property would bring to conclusion the issue <br />of easement utilization without adequate ownership by the City. <br /> <br />The above does not conclude the discussion of who should build and pay for the roadway, when <br />that should occur, and what fights and responsibilities fall upon the City throughout the process. <br />Given this, it is expected that a City attempt to purchase the fight-of-way may bring rise to these <br />other issues including a landowner expectation of increased municipal costs. <br /> <br />Within the proposed Capital Improvement Program, construction of McKinley/Tungsten Street is <br />projected in phases. The fa'st phase is shown as a 1994 tax increment project at $430,000. <br />Additional phases are projected from 1996 and beyond as partial assessment projects. It should <br />also be noted that the City of Anoka has not yet committed to a roadway connection of McKinley <br />Street at their border. <br /> <br />The appraisals have been completed in the amounts of $14,850 for the Anoka 67 Industrial <br />Partnership parcel and $7,300 for the Spohn parcel. Adoption of the attached resolution would <br />allow for acquisition of these parcels for the value shown'in the appraisals.
