Currently, there are two owners of property. The f']_rst is Leonard
J. and Lois J. Spohn at 1808 - 103rd Avenue N.W., Coon Rapids, Minnesota, 55433.
The home phone number I have for them is 755-2862. The work number for Leonard is
755-7902. The second property owner is Anoka 67 Industrial Partnership which is a
partnership comprised of Marvel Eggum, David K.ren~_, Orrin Christenon and Koltes
Brothers. This partnership address is c/o Marv Eggum 17595 Kenwood Trail, Suite 260,
Lakeville, MN, 55044. The only telephone number I have for Mr. Eggum is 898-4303.

As you know, some time ago the City gained a fight-of-entry from the two owners in order
to install utility lines across both properties. The deeding over of the requisite easements
by the property owners to the City never occurred. It has been contemplated for some
number of years that there would be a construction of McKinley S~:eet over the easement
parcel running roughly east and west between County Road #57 and connecting to a future
extension of McKinley Street within the City of Anoka. Further, an extension from the
north from County Road #116 to McKinley Street of Tungsten Avenue also has been
contemplated through the property of the Ramsey 67 Parmership. From time to time we
have had discussions with the owners of property as to the timing and responsibility for
construct/on of the eventual McKinley and Tungsten Streets. Because of disagreements as
to who ought to fund this construction, bringing closure to the utility easement project has
been difficult. Therefore, it is the current position of the City that we should acqu/re any
requisite fight-of-way, most of which would be over this contemplated easement (which
does not currently exist) in order to complete the utility construction project, provide for the
right-of-way and to at least bring closure to that portion of the discussions with the
property owners at this time. It is the appraisal of right-of-way within this area for which
you are receiving authorization. I understand that your timing is to proceed with this
project in June for perhaps a July completion. The owners of the property are receiving a
copy of this letter which will serve as their notice of this pending appraisal.

Iq~
