AUTHORIZATION TO AWARD ENGINEERING SERVICES
FOR SUNFISH LAKE DRIVE N.W.
By: Steven J. Jankowski, City Engineer

CASE #

Background:

The City Capital Improvement Plan calls for the construction of Sunfish Lake Drive (a.k.a.
Sunwood Drive N.W.) between its existing terminus in Wood Pond Hills to County Road #57.
As you may know, improvements for all phases of Windemere Woods, Chesmut Ponds, Chestnut
Hills, Cedar Hills, and Sunny Ponds will be completed this fall. Wood Pond Hills has only 44
lots remaining in its final phase. The area, mediately north of Chestnut Hills 4th, is anticipated
to be one of the most likely areas for development if additional MUSA is granted. In short, the
rapid development of urban lots in the area has placed a great demand on the need for this road.

In addition to the standard engineering design parameters, this road will have impacts on DNR
protected wetlands. In view of the unique aspects of this project, and the need for expediency, the
City has requested proposals from four engineering fu'ms, all of whom are familiar with Ramsey
and who are currently performing other engineering or planning work for the City. A copy of the
request for proposals is attached. Also attached is a summary of the costs submitted with each of
the proposals. Individual proposals have not been included in this agenda packet because of
format and volume constraints; however, copies of the proposals are available for review. A
summary of the cost of each proposal is presented below:

Hakanson
Anderson RLK BRW Boonestroo

Task 1 4,236 7,000 6,850 3,900
Alternative Route Analysis

Task 2 8,699 12,900 19,720 14,100
Environmental Review

Task 3
Preliminary Engineer Design

10,140 13,900 23,290 21,000

Task 4 9,040 14,300 23,500 43,700
Find Design (Phase I)

Task 5 5,910 '~ 5,520
Construction Management

Total Not-to-Exceed Cost

Estimate of Phase I
Staking & Inspection Cost

38,025 48,100' 78,840 83,700*

30,090 43,000 49,720 52,800

* Task 5 Costs included in staking and inspection hourly cost.
