patching, while smaller cracks would need to be routed wider to insure adequate bonding. When <br />pavements age to the point where a significant mount of block cracking is occurring, the length of <br />cracks become prohibitive to seal in this manner. While the application of seatcoat will not <br />completely seal these smaller cracks, it will reduce the rate of infiltration of water through them, <br /> <br />Discussion: <br /> <br />The objective of the street maintenance program is to provide appropriate preventive maintenance to <br />pavements to extend their life and avoid the necessity of emergency repair of pavement failures. <br />There are maintenance alternatives to crack filling and sealcoating. Overlays would be the next <br />most cost-effective level of maintenance. An overlay would provide the following additional <br />benefits over sealcoating and crack filling: <br /> <br />· Additional structural strength to the pavement which would cause less deflection for a given <br /> load. <br /> <br />Completely seal all cracks regardless .of size. However, some agencies still precede an <br />overlay with crack filling of the larger working cracks, since they tend to reflect through the <br />overlay. <br /> <br />· Eliminate any depressions or pockets and provide a smoother ride. <br /> <br />· Provide an aesthetic "like new" appearance. <br /> <br />The major disadvantage of the overlay is its increased cost. For example, if all of the 13 to 14 year <br />old pavements in the 1993 Street Program were overlaid instead of sealed and crack filled, <br />individual home owner assessments could be expected to increase from a range of $88 to $204 to a <br />range of $335 to $620. In addition, the City's share would have risen from $98,000 to $215,000. <br />These costs are based on the attractive unit price the City received for this year's overlay program. <br /> <br />Conclusions: <br /> <br />As a result of citizen comment and my review of the program, I would recommend the following <br />modifications for next year's program: <br /> <br />· Increase the amount of time for sweeping from two weeks to three weeks and specify a <br /> specific monetary penalty for failure to meet the deadline. <br /> <br />· Consider changing the aggregate chip from pea gravel to a fractured chip having less <br /> tendency to roll and be peeled from the surface. <br /> <br />· Consider adopting a policy ensta'ing property owners that assessed maintenance activity be <br /> made no more frequently than five-year intervals. <br /> <br />/ocr <br /> <br />Reviewed by: <br />City Engineer <br /> <br />CC: 10/26/93 <br /> <br />Copies Distributed to: <br /> <br />City Administrator <br />Public Works Supervisor <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br /> <br /> <br />
