I I LOT CASE PROPOSED SALE OF 3, BLOCK $, BEAUDRY'S 2ND ADDITION By: James Gromberg, Project Manager Background: I I I I I As you know, earlier this year the City Council approved a Community Development Block Grant (CDBG) project which consisted of allocating approximately $17,900 to thc Anoka County Community Action Program (ACCAP). The stipulation associated with the allocation was that ACCAP would use the funds to purchase a lot in the City of Ramsey. ACCAP would then construct a home on thc lot for which a moderate income family would qualify for a home mortgage. The selected parcel on which the home was proposed to be developed was Lot 6, Block 2, Gorham's Sandy Acres. During recent discussions with the City Council, there have been some concerns regarding drainage and the ability to build on that lot in Gorham's Sandy Acres. With these problems in mind, the City staff is recommending the sale of Lot 3, Block 5, Beaudry's 2nd Addition instead. This lot was acquired by the City for tax delinquency in 1993. In order to facilitate the sale, the City must clear the title to the lot by paying the appraised tax value of $8,807.55. It may then sell the property to Anoka County Community Action Program (ACCAP) after conducting a public hearing as required by City Charter. It is intended that once we clear the title to this lot, we will operate under the same agreement with ACCAP as previously contemplated. This allows for a market sale to ACCAP. Proposed Public Hearing Notice for November 9, 1993. Resolution ~93-03-041 approving classification and requesting that Anoka County Board of Commissioners place for public sale, the following tax forfeited property: PIN 03-32-25-24-0011 and convey the following properties to the City of Ramsey for Public Use: PIN 22-32-25-31-0025 and 06-32-25-23-0006 Recommendation: Staff recommends authorizing the purchase of Lot 3 Block 5 Beaudry's 2nd Addition for $8,807.55 and scheduling the public hearing for November 9, 1993 for proposed sale of Lot 3 Block 5 Beaudry's 2nd Addition to Anoka County Community Action Program (ACCAP).
