WASTE MANAGEMENT OF MINNESOTA, INC.
SKI HILL REPORT
By: Ryan R. Sehroeder, City Administrator

CASE

Background:

On Wednesday, October 27, 1993, the Ski Hill Task Fome (Councilmembers Pet~rson and
Zimmerman) met with representatives from Waste Management of Minnesota, Inc.
(WMMI) regarding the Ski Hill Agreement. Also present were Mayor Gilbertson and
Councilmember Hardin as well as City Attorney Goodrich, City Engineer Jankowski and
Parks/Utilities Coordinator Boos.

At that meeting, the task force was presented with the attached first draft of the park plan
for the north 50 acres (the Park and Recreation Commission will review this plan at their
November 4, 1993 meeting).

The task force commented on certain aspects of the park plan. In the end, the two parties
agreed to have Staff work with WMM/on a park plan that meets with WMMI approval.

I have also included for your review, Attorney Goodrich's memorandum of February 19,
1993, regarding the Ski Hill Agreement

A concern of the task force is the cost of park development and from where the money will
come. With this in mind, I met with a representative of Good Value Homes. They are
interested in the property north of 153rd Avenue N.W. if we can gain unrestricted title to it.
We discussed using a land purchase for single family home construction to leverage
construction of the park. An important facet of the discussion, of course, is extension of
utilities and the market at the time of extension.

Council Action:

Based upon discussion.

Reviewed by:

City Administrator

CC: 11/09/93

Copies also distributed to:

· City Attorney
Ci.ty Engineer
Parks/Utilities Coordinator
