CAPITAL IMPROVEMENT PROGRAM <br />EXTENDED PROJECT LIST BEYOND 1993-2000 CIP <br /> <br />Beyond 1998, the City of Ramsey has identified projects to which concept planning has either <br />begun or to which planning should occur in the short term. These are projects which may have <br />lower priorities for completion than those found in the current CIP. It could also be that these <br />projects require long term pre-planning involvement of several parties or for which funding has not <br />been identified. These projects currently are as follows: <br /> <br />1. Integration of the Storm Drainage Plan <br /> <br />In 1980, the City adopted the Comprehensive Storm Drainage Plan for the 1990 Urban and <br />Transition areas. To date very little capital activity has occurred to realize the drainage <br />improvements fulfilled by plan implementation. Subdivision platting has resulted in <br />improvements necessitated by the subdivision. Other improvements have gone <br />unbudgetecL The plan should be revisited and a funding source identified. <br /> <br />2. Integration of the Water Plan <br /> <br />In I981, the City adopted the Comprehensive Water Plan for the 1990 Urban and <br />Transition Areas. The water system was initiated in 1984 with the fa'st system connections <br />made in 1985. By the end of 1993 it is expected that the utility system will have in excess <br />of 600 connections. The 1981 plan should be revisited during 1993-1994 with long term <br />improvements beyond 1994-1998 projected. <br /> <br />3. Integration of Sanitary Sewer Plan <br /> <br />In 1978, the City adopted the Comprehensive Sewer Plan. The plan recommendations are <br />now fifteen years old. Upon completion of the Land Use Plan by the end of 1993, the <br />Sewer Plan should be revisited. This plan and corollary improvements are a lower priority, <br />however, than either water or storm drainage systems at this point <br /> <br />4. Integrate Revised Parks Plan <br /> <br />In 1991, the City adopted the Comprehensive Parks and Open Space Plan. The plan <br />identified $4,330,560 in improvements to be completed between 1991 and 1995 [$866,112 <br />average/year]. The I993 CIP allocated $399,175 in improvements generated by new <br />subdivisions [park dedication payments], $720,000 in other system improvements through <br />Landfill Trust Fund dedicated revenues, $18,000 from the Charitable Gambling Fund, <br />$104,700 from Municipal State Aid contributions, and $196,000 from Intergovernmental <br />sources. This totals $1,437,875 [$239,646/year]. Therefore, it seems that the rime lines <br />within the 1991 plan need to be revisited. Upon completion, projected improvements <br />should be identified with funding sources. <br /> <br />5. Projected Transportation Improvements <br /> <br />The City undertook an update of the 1973 Township Comprehensive Plan in 1980. This <br />was revisited in 1989 and 1992 for Metropolitan Urban Service Area expansions. <br />Additionally, the City completed the Highway #10 corridor study in t989 and the Council <br />revised its MSA system map in 1993. Council has authorized funding of a transportation <br />system review in 1993 for completion subsequent to the Land Use Plan update. The <br />resulting project proposals should be identified within the CIP as long range projects. <br /> <br />6. Municipal Facilities <br /> <br />In 1993, Council allocated funding for a Space Needs Study for Police, Fire and Public <br />Works facilities. It is currently contemplated that identified needs will be resolved within <br />the 1998 time frame. It is not expected that Municipal buildings, or major renovation <br />thereof, will be required in the foreseeable furore in areas other than the aforementioned. <br /> <br /> <br />
