INVESTIGATION: No changes planned other than as outlined in the 1996 operations.

PATROL: No changes or special projects planned other than to add one officer to replace the
Sergeant assignment. D.A.R.E. and other projects will be handled as growth requires, either by
reducing the project involvement if such is necessary or by using innovation increase patrol
effectiveness with available personnel.

It is possible that we will add to the CSO staff by this time due to increases in applicable duties
because of general population growth. The use of this CSO staff will be a part of the innovative
means to accomplish the patrol function as set out above.

1998

ADMINISTRATIVF~NVESTIGATIVE/PATROL: Because I did not address the year 1998 in the
Five-Year Staffing and Capital Outlay Plan and since I do not have population and ICR projections
for that year, we will go into 1998 with the status quo unless by then 1996 and 1997 have
indicated otherwise. It must be said that it is quite possible that some of the projects, including
D.A.R.E. and Crimewatch may prove to be ineffective and be replaced by others or just dropped.
Social and economic changes may knock any further projections into the proverbial cocked hat.
