Update on status of operations at Danny's Aluminum Processing <br /> <br />9/29/93 - Very early in September or late August I told Danny I received some incident repons and <br />I was forwarding them to Anoka County Environmental Services for their advice. I told Danny I <br />have a copy of my letter to Anoka for him and I also have some conditional use permits and site <br />plan development permits for him to sign. He said to hold the items at City Hall and he would be <br />in to sign documents and go over the incident repons with me. As of 10/1, Danny had not been in. <br /> <br />On September 22 and 29, I tried to call or stop by to see Danny about the mess I observed on Lots <br />1, 2, 3 and 4 on a couple of drive by inspections. I left him a message to call me. I was concerned <br />with site operations from Lot 1 spilling over onto Lots 2 and 3 and the loss of screening fence on <br />Basalt for Lot I. Both times I drove by there were trucks sitting in the right of way. There were <br />buses and box trailers stored on Lot 2 and 3 obviously waiting to be dismanted and processed on <br />Lot 1. Other piles of debris were also observed on Lot 2 and 3. <br /> <br />Danny returned my call on October 1 but I was too busy to accept the call. <br /> <br />On October 4 1 called Danny back and he was not available. He called me fight back and I told him <br />of my disappointment with his operation. He told me he has had trouble finding umcks to remove <br />materials from his property at the frequency he needs but there is some reorganization going on. <br />He said he still plans to have the building e~ected on Lots 2 and 3 before winter and get operations <br />indoors. He agreed with my assessment of condition of operations and asked me to stop by <br />October 7 and see the difference he could make in two days. <br /> <br />On October 4, I also talked to Scott Thompson at MPCA Storm Sewer Run-off Permit Division. I <br />told him of comments made to me regarding oil slicks in the ditches around Danny's Aluminum <br />after rainfaiI1 and that to me it appears the cement pad under his operations on Lot 1 is so built up <br />with materials that it has lost its effectiveness. Mr. Thompson told me that in May of 1993, Mr. <br />Karst was ~ssued a Storm Sewer Run-off Permit and what that means is that he has until May of <br />1993 to submit a Storm Water Pollution Prevention Plan to .MPCA for approval. This plan is to <br />address how Mr. Karst plans to control or eliminate storm water runoff from coming into contact <br />with the different types of materials on his site. After that, Mr. Karst has one year to implement <br />the plan. My understanding is that Danny Karst is under the provisions of the Storm Water <br />Permit, and as long as he has a pe~rmit and is in the time frame for developing and implementing a <br />pollution control plan, MPCA is not interested in visiting the site or varying from that process. <br /> <br />Later in the morning on October 4, Ryan Schroeder told me that there was a magnesium fn'e at <br />Dannys Aluminum on October 3. Ryan said that dirt was used to put out the fn-e and this morning <br />it appears that the contaminated dirt is being loaded and taken off site. The questions was raised <br />whether this dirt is being removed from the property in accordance with PCA and Anoka County <br />regulations. I called the enforcement division of Motor Carrier Services office at PCA and Anoka <br />County Environmental Services. All of their hazardous waste personnel were at lunch.
