I <br /> I <br /> I <br /> I <br />,I <br /> <br />CASE <br /> <br />REQUEST FOR CONDITIONAL USE PERMIT FOR ENCLOSED ORGANIC <br />COMPOST FACILITY; CASE OF INTERNATIONAL PROCESS SYSTEMS, INC. <br />(A SISTER COMPANY OF WASTE MANAGEMENT OF MINNESOTA) <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />International Process Systems, Inc. ([PS) is requesting a conditional use permit (CUP) to establish <br />and operate an enclosed organic compost facility on the south side of the Anoka Regional Landfill <br />on property owned by Waste Management of Minnesota, Inc. (WMMI). IPS will be the owner of <br />all facilities to be constructed, while WMMI will remain the property owner. <br /> <br />The composting facility consists of a pre-engineered enclosed structure for receiving and <br />processing organic wastes into compost in a 17-21 day time frame. Inside the building will be a <br />tipping/storage area, a mixing and processing area, 10 composting bays, air and temperature <br />control systems, office, and electrical control room. Outside the building will be paved entrance <br />roads, a scale, paved storage area for incoming yard waste and finished product, and a bio-filter <br />for odor control. The facility will process an average of 100 tons of organic material on a daily <br />basis. Material that is acceptable for composting includes food processing waste, grocery store <br />waste, restaurant waste, household organic waste, off spec food products, agricultural waste, <br />wood waste, yard and garden waste, organic waste from industrial processes, and sewage sludge. <br />The facility will not accept or process mixed municipal solid waste from any source. It will be <br />located 1500 feet away from the nearest residence to the east and 2500 feet to the west, with the <br />landfill itself located to the north. The incoming material will be <br />mixed together in various percentages to maximize the composting process; sewage sludge is <br />added in percentages anywhere from 10% to 50% for moisture conditioning and to add needed <br />nitrogen to the compost material. Incoming material will be processed to the correct size (if <br />necessary) and will then be mixed according to appropriate infeed ratios suitable for composting. <br />There will be a maximum storage capacity of 24 hours for incoming material. Raw mater/als will <br />be mechanically mixed in a stationary mixer located inside the building and loaded into the compost <br />bays with a skid steer type loader. <br /> <br />Woody yard waste and leaves will be stored outdoors on the paved storage area on the north side <br />of the building. Brush and wood waste will be chipped and stockpiled on a monthly basis during <br />peak seasons. The conditional use permit has been drafted to limit stockpile heights to 15 feet and <br />prohibit the outdoor storage of grass clippings. Stockpiles will be located between the building <br />and the landfill. <br /> <br />I ql . <br /> <br /> <br />
