City Council regular meeting minutes dated April 12, 1988. <br />2. City Council special meeting minutes dated May 19, 1988. <br />3. City Council regular meeting minutes dated May 31, 1988. <br /> <br />NOTE PARK AND RECREATION COMMISSION MEETING MINUTES <br /> <br />The Commission noted the following: <br /> <br />1. Park and Recreation Commission regular meeting minutes dated May 12, <br /> 1988. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #!: Adopt Findings Of Fact Related To Proposed A~endment To City's <br /> ~0 Comprehensive Plan: <br /> <br />Mr. Hartley stated that Metro Council reviews and approves or disapproves <br />amendments to the City's Comprehensive Plan. Metro Council is also in the <br />driver's seat as far as determining where and when utilities shall be <br />extended. Utilities in Ramsey are permitted to be extended anywhere in the <br />1990 urban area; it is the plan of Metro Council and Ramsey not to extend <br />utilities beyond that 1990 urban area until after 1990. Recently, the <br />Metro Council asked cities to revise their plans and indicate where the <br />year 2000 boundary shall be. In many cases throughout the metro area, the <br />old 1990 boundary has been used as the year 2000 urban boundary. There are <br />cities that are growth cities, such as Ramsey, that have not established <br />where that 2000 boundary shall be. As Ramsey approached Metro Council <br />regard{ng this topic, there was a lot of discussion that reached beyond <br />where the urban boundary will be and into the real issue of Metro Council's <br />frustration with Ramsey regarding establishment of it's density policy in <br />the rural area. In the eyes of Metro Council, the real issue is whether or <br />not Ramsey is going to enforce Metro Council's policy of 4 units in 40 <br />acres outside the urban area. Currently, Ramsey permits development of <br />subdivisions with 2.5 acre lots sizes within the rural area of Ramsey. <br />With the new policy, the size of the lots could be no greater than 10 <br />acres. In discussions with Metro Council, Ramsey has suggested continuing <br />to develop 2.5 acre lot sizes with 100% Class A soils for the septic <br />systems; in many cases, lots would have to be much larger in order to <br />attain 2.5 acres of Class A soils. Ramsey was of the opinion that this <br />approach would fit into Metro Councils intent for the 1 in 10 policy -- to <br />not create a premature need for utilities. Metro Council's reply was that <br />the suggestion is good but they still want Ramsey to establish a policy of <br />1 in 10.
