rack installed in the park. He further reported that in April of this year, staff applied for $,2000
in Minnesota Recreation and Park Foundation grant monies for this purpose — but was not
successful in receiving funding. Mr. Riverblood stated that staff is recommending funding this
proposal at a not -to -exceed amount of $13,000 which is less than half of the amount that the park
project came in "under -budget". He added that the Park and Recreation Commission also
recommended approval.
Discussion ensued relating to possible theft, destruction and liability of having the canoes and
kayaks. The issues stated were that the canoes would be stored in an unfenced area, potential for
high maintenance costs due to destruction and or replacement and the high probability of a City
liability if there were injury/death, due to the City issuing the canoe/kayak and the life jacket.
Upon inquiry, Mr. Riverblood stated that no other City currently has this concept in place.
Consensus of the Finance Committee was that they liked the concept, but to postpone action by
the City Council until further research was done regarding potential liability to the City, video
monitoring costs of the canoe/kayak staging area, and checking with Fish Lake Park in Hennepin
County regarding their boat rental process.
STAFF & COMMITTEE INPUT
None.
ADJOURNMENT
Consensus was to adjourn the meeting of the Finance Committee.
The meeting adjourned at 5:56 p.m.
Respectfully submitted,
(.)9
Diana Lund
Finance Officer
ATTEST:
Jo Thieling
Ci Clerk
Drafted by Kathy Altman
TimeSaver Off Site Secretarial, Inc.
Finance Committee / June 8, 2010
