<br />As reflected in the table above, total governmental fund balance decreased by $3,722,997. The largest
<br />changes occurred with a decrease in restricted fund balance in nonmajor funds. The decrease was
<br />primarily due to the use of restricted for Debt Service Fund balance to refund $2,895,000 of Series 2005B
<br />bonds in the current year.
