1.EXECUTIVE SUMMARY <br />City of Ramsey Improvement Project 13-10proposesto reconstructthe pavement sections on <br />twourbanstreetsegments locatedjust north of the centerof the City.The urbanstreetsegments <br />proposed to be reconstructed are approximately 2,020 linear feet,or 0.38 miles, in length and <br />include: <br />Garnet Street(approx. 1,350 linear feet) -167th Street tonorth plat line Now & Then Estates <br />168th Avenue (approx. 670 linear feet) -Garnet Street to west cul-de-sac <br />A mapshowing the location and scope of theproposed improvements on thesetwostreetsis <br />Figure 1 in Appendix A <br />included as. <br />City staff typically evaluatesand ratesthepavement sections ofallcity streetson an annual basis <br />using the Pavement and Surface Evaluation Rating (PASER) system.The pavement sections of <br />both street segments have PASER ratings of 1 which ranks them among the worst paved street <br />segments within the City. <br />The pavement sections of these twostreetsegments were originally constructed in1988 and are <br />in such poor condition that City staff mustpatch the streets multiple times a year, particularly <br />right before winter,just so the streetscan be plowedwithout ripping chunks of pavement up in <br />the process. Overall,PASER ratings indicatethat both streetsegments should be reconstructed. <br />Appendix A <br />Pictures showing the condition of these two streets are included at the end of . <br />On April 23, 2013,the City Council adopted Resolution #13-04-074authorizing the preparation <br />th <br />of a Feasibility Report for the reconstruction ofGarnet Street and 168Avenue to address their <br />deteriorated pavement sections.At the time, the City was in the process of exploring options for <br />adopting a reliable, long-term funding source for street reconstruction projects, but a reliable <br />funding source was not identified at the time so theFeasibility Report was never completed. <br />On February 25, 2014, the City Council adopted Resolution #14-02-034again authorizingthe <br />th <br />preparation of aFeasibility Reportfor the reconstruction of Garnet Street and 168Avenue. <br />Since then, the City Council has adopted a Special Assessments Policythat has the potential to <br />fund up to 25% of the applicable project costs.The funding section of this report includes more <br />detail on proposed assessments. <br />During the preparation of this Report, staff was contacted by several residents of Now and Then <br />Estates. In general, theresidents questioned whether utilities would be installed with the project, <br />whether they would be required to connect to utilities,and what costthey would be required to <br />pay, if any, for the proposed improvements.Most of the residents who called said they would <br />like the streets to be reconstructed,andsome callers questioned the need for utilities and new <br />sidewalksalongthese streets. <br />The engineer’s opinion of probable costs for each streetsegment, including streets, drainage,and <br />public sewer and water utilities,isas follows: <br />Garnet Street = $1,125,000 <br />th <br />168Avenue = $550,000 <br />Estimated costs include 10% contingency costs plus25% indirect costsfor administrative, <br />Appendix B <br />engineering, finance and legal costs.includes a detailed cost summary. <br />Feasibility Report <br />th <br />Garnet Street and 168Avenue Reconstruction <br />City of RamseyProject No. 13-10 <br />Page 1 <br /> <br />
