Review File: Final Plat Review <br />May 7, 2015 <br />Ridgepoint <br />Page 4of 6 <br />Approval of the proposed plat would eliminate Tungsten Street Area Local Road Option B from further <br />consideration. <br />Development Fees: Park Dedication, Trail Development, Sanitary Sewer Trunk, Water Trunk, and Stormwater Management <br />Fees shall be due on the Plat. These fees are collected at the time and at the rate the Final Plat is recorded. Sanitary Sewer and <br />Water Lateral Benefit Fees are not required, as these services are proposed to be built as part of the development (not <br />connecting individual services to existing water and sewer system). The Park and Recreation Commission shall review and <br />make a recommendation regarding Park Dedication and Trail Development Fees. At this time, Staff recommends that a cash <br />contribution be used to satisfy Park Dedication and Trail Development requirements. <br />Mississippi River Trail. The City of Ramsey, in coordination with the City of Anoka, has approved the Mississippi River <br />Trail project that impacts this site. Construction of the project has already commenced. The trail was made possible by a <br />Federal grant. As the grant has been awarded, as well as the contract for construction, it is not feasible to make changes to this <br />improvement project at this time. <br /> <br />The trail is proposed to be modified from the plans for the MRT. The proposed Plat does preserve an adequate corridor for <br />trail purposes. However, the proposed Preliminary Plat does propose to introduce fill to create buildable pad sites. This will <br />create significant grade differentials between the proposed lot grades and the elevation of the Mississippi River Trail. This will <br />likely result in the need of some sort of retaining wall, as shown on the plans. <br />Development Agreement: A Development Agreement shall be required outlining Stage I and Stage II Improvements (public <br />improvements such as streets, trails, and utilities), performance sureties, inspection fees, process, and timelines. <br />Request for Assessment Agreement. The Applicant has indicated that they would desire to request that the Stage I and <br />Stage II Improvements be constructed as a City Improvement Project and assessed back to the benefitted properties. Staff has <br />discussed the scenario with the City Attorney, the City Engineer, and Finance Director. An Assessment Agreement shall be <br />required as part of the Development Agreement noted above. Details of this Assessment Agreement shall be included as part <br /> <br />
