DISCUSSION REGARDING 0UTLOT B, COUNTRYSIDE ESTATES <br /> By: Community Development Director Anne Norris <br /> <br />CASE ~'~7: <br /> <br />Background: <br /> <br />The plat of Countryside Estates was accepted by the township of Ramsey in <br />1972. At that time, Outlot B, among other outlots, was to be dedicated to <br />the City for park purposes. Subsequent to the platting, the developer <br />acted as if they owned the lot by mortgaging it against other things. In <br />addition, Anoka County did not recognize the lot as a park as it continued <br />to tax this lot. Unfortunately, the City also did not recognize Outlot B <br />as park land as the City allowed a subdivision of the lot and kept the <br />southern portion of the lot for drainage purposes and declared the rest of <br />the lot buildable. In 1987, the City issued a building permit for a <br />residential structure on the north half of this property. <br /> <br />On June 28, 1988, the City Council conducted a public hearing to begin <br />vacation proceedings to vacate the northern portion of Outlot B, where the <br />home had constructed. <br /> <br />At that time, the City Council directed staff to research whether there <br />were lots available in Countrtyside Estates or adjacent plats that could be <br />acquired to compensate for lost park space by the development of Outlot B. <br />In addition, the City Council requested that staff contact the agencies <br />involved throughout the history of Outlot B to determine if the City could <br />acquire cash contributions to be used to acquire another park property or <br />to remedy the situation some other way. <br /> <br />For your information, the following items are enclosed: <br /> <br />a) Site location map <br />b) Minutes from June 28, 1988 public hearing <br /> <br />Recommendation: <br /> <br />Commission Agtion: <br /> <br />Will be based on your discussion. <br /> <br />Review Checklist: <br /> <br />Administrator X <br />At t orney X <br />Engineer X <br />Community Development Director X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Other <br /> <br /> <br />
