DISfI3SSION RSEARDING CENTRAL PARK PARK STRUCTURES By: Merland Otto CASE #4: Background: Preliminary work has been completed on both the park center and warming house structures for Central Park. Very preliminary costs estimates for a very basic park center structure are in the range of $80,000 to $90,000, more than than the Council authorized ($75,000)o Essential facilities for this structure include restrooms, equipment storage, small kitchen/concession area, meeting area and mechanical/electrical room. Desirable ~acilities may include teen center, picnic shelter and small maintenance supply area. As you may recall, the Ramsey Lions have pledged $50,000 for construction of a warming house. The bid received last year for complete construction of this structure was $130,000. Subsequently, the building specifications for this structure have been revised to a base building prelJ3ninary cost of $52,000 not including mechanical and electrical. The mechanical and electrical specifications will also be revised; however, it is anticipated that these costs at a minimum will be between $18,000 and $20,000. There are two alternatives to meet the budget: 1) reduce the building size or 2) use wood frame construction; however, neither of these alternatives is desirable. Observations: Both the warming house and park center structures appear to be underfunded. The Park subcommittee working on these structures has suggested that the City proceed with the construction of one good, sound, vandal-resistant structure rather than trying to construct two structures which are either undersized or inadequately constructed.
