Co~nissioner Shumway inquired about requestifig funds for the North side and land on the South side of the ditch. The sketch plans on page 6 and 7 were more reasonable than the other plans presented. Commissioner Hetland inquired about a multi-use trail. Motinn by Commissioner Shumway, seconded by,Commissioner Johnson to table further discussion until the Com~ssion can look at trail maps provided by Mcr!and Otto. Motion carried. Park. Anne Norris said the City Council has approved, funds for Central Park and Titterud Park. Commissioner Shumway said he is tired of seeing m~ney spent on two parks and none on other parks in the city. He wants neighborhood parks developed as well. He co~mented not everyone can play on a team. Chairman Lichter said there is money in the capital improvement fund and it does not mean there is no money for other parks. The Commission can request funds for a park by going before the City Council. Commissioner Shumway noted the residents in Autumn Heights are doing their own park and the City will survey it. He further commented if neighbors are willing to keep the park up, the city should put something there. Claudia Dodge suggested picnic tables, swings and playground equipment. Commissioner Shumway asked who is liable if there is an injury. Mike Auspos said the property owner is liable if they have put in barriers to prevent snowmobiling, and 2he is liable If they allow the ba~ers to remain. The l~esident of the Ramsey Sno-Rams said they teach in their classes ~o ride on the inside of the ditch, away f~m the road, so they may be u~ng 10 ft. of easement to ride.
